The Australian Government has released a Consultation Paper and Exposure Draft legislation for privacy reform with proposed changes open for consultation. It includes the previously flagged "fair and reasonable" test, tougher consent rules, a broader definition of personal information, and direct marketing rules that would explicitly cover targeted and cohort advertising. Submissions close 18 September. We're putting together a deeper briefing for members, out next week.

The first wave of our Future of Measurement review was launched yesterday at MeasureUp (photo gallery here). Confidence in advertising performance holds up within individual channels but drops once you try to prove what advertising does collectively. The industry doesn't need another measurement method, it needs better data underneath the ones it already has: agreed metric definitions, a common way to structure campaign data, and planning data that's consistent across channels. Eight priority areas from the review now go to our councils and working groups to shape 2027 measurement strategy.
